Pause for a moment before you rejoice about a potential deal in Copenhagen and consider two very different approaches to cap and trade:

2) Sandbag takes permits out of the system and scraps them – they are taken out of circulation and can not be traded. Sandbag enables you to purchase permits to pollute and to take them out of circulation – that should reduce the amount of pollution permitted and if increase the cost of polluting. Permits taken out of circulation cannot be toxic.
